BUSINESS REGULATION
PART ONE
Purpose, Scope, Basis and Definitions
Purpose and scope
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the principles related to the fields of activity, administrative bodies, capital limit and operation of Çanakkale Onsekiz Mart University Revolving Fund Enterprise.
(2) This Regulation covers the provisions related to the revolving fund activities of the education, training, research and application units of Çanakkale Onsekiz Mart University.
Fulcrum
ARTICLE 2 – (1) This Regulation has been prepared on the basis of the provisions of Articles 14 and 58 of the Higher Education Law No. 2547 dated 4/11/1981 and the Regulation on the Establishment of Revolving Fund Enterprises of Higher Education Institutions published in the Official Gazette No. 31159 dated 18/6/2020.
Definitions
ARTICLE 3 – (1) The provisions of this Regulation;
a) Business Administration: Çanakkale Onsekiz Mart University Operates a Revolving Fund,
b) Rector: The Rector of Çanakkale Onsekiz Mart University,
c) University: Çanakkale Onsekiz Mart University,
ç) Board of Directors: The Board of Directors of Çanakkale Onsekiz Mart University,
d) Executive Board: The Executive Board established by the Board of Directors of Çanakkale Onsekiz Mart University to manage the Enterprise,
expresses.

Expenditure Authority and Capital Limit
Areas of activity of the enterprise
ARTICLE 4 – (1) During business studies, education and training and the application that contributes to them are carried out in the following activities, provided that they keep the priority and do not disrupt the main activities of the University:
a) To give scientific opinions, to prepare projects, to do research and similar services, to open courses, to organize seminars, conferences and symposiums on the subjects to be requested by organizations other than higher education institutions and real and legal persons.
b) Consulting, planning, experiments, model experiments, information processing organization, job evaluation, analysis, measurement, inspection, technical control, quality control, standards compliance verification, technical maintenance, expertise, making measurement adjustments and organizing reports related to these services.
c) To perform all kinds of examinations, analyses, experiments, assays, operations, measurement, examination, treatment, nursing, nursing, caregiving, maintenance, production-related work and similar services to be performed on human, animal, plant and all kinds of substances, materials in clinics, outpatient clinics, operating theatres, laboratories and workshops, and to dispose of medicines, chemicals that pharmaceutical manufacturers want to dispose of for various reasons in accordance with the provisions of the relevant legislation.
ç) To produce goods and services by evaluating the existing physical capacity, limited to the field of activity of the service units, and to market, sell, open sales places and operate the goods and services produced subject to the permission of the Board of Directors.
d) To perform all kinds of printing and publishing services.
e) To carry out educational services activities in subjects such as foreign language, teaching Turkish to foreigners, pedagogical formation, information processing, software and hardware, expert and mediation training.
f) To carry out studies within the scope of university industry cooperation, to organize reports on the compliance of various goods produced by industrial organizations with standards, to make analyses and measurements, to prepare or implement projects.
Administrative bodies
ARTICLE 5 – (1) The Board of Directors of the Enterprise is the University Board of Directors.
(2) The Board of Directors may establish an Executive Board to manage the business and transfer its powers to the Executive Board to the extent it deems appropriate, provided that the boundaries are specific and in writing. The Executive Board consists of five people, including a vice-rector, three faculty members (who may also be the dean and the director of the school) and a revolving fund business manager, who will be elected by the University's Board of Directors.
(3) The Executive Board convenes at the call of the President and with the participation of at least three members, and decisions are taken by an absolute majority of the total number of members.
The spending official
ARTICLE 6 – (1) The expenditure official is the top manager of each unit allocated an allowance by the budget or the person assigned to carry out the said task. Within the scope of the provisions of the relevant legislation; expenditure officials may transfer their powers to their assistants or hierarchically closest University personnel, provided that their limits are clearly stated in writing.
Capital limit
ARTICLE 7 – (1) The capital limit of the enterprise is 5.000,00 (Five Thousand) Turkish Liras.
THE THIRD PART
Various and Final Provisions
Cases where there is no provision
ARTICLE 8 – (1) In cases where there is no provision in this Regulation; Law No. 2547, Law No. 5018 on Public Financial Management and Control dated 10/12/2003, Regulation on Budget and Accounting of Revolving Fund Enterprises published in the Official Gazette No. 26509 dated 1/5/2007, Regulation on the Establishment of Revolving Fund Enterprises of Higher Education Institutions and other relevant legislation provisions shall apply.
Repealed regulation
ARTICLE 9 – (1) The Çanakkale Onsekiz Mart University Revolving Capital Management Regulation published in the Official Gazette dated 12/1/2003 and numbered 24991 has been repealed.
Enactment
ARTICLE 10 – (1) This Regulation shall enter into force on the date of publication.
Execution
ARTICLE 11 – (1) The provisions of this Regulation are executed by the Rector of Çanakkale Onsekiz Mart University.
